The Royal Virgin Islands Police Force has officially announced and is proudly celebrating the achievements of Cohort 7 at the 7th Recruit Training Completion Exercise and Passing Out Parade, held on the H. Lavity Stoutt Community College Campus Grounds on Thursday, November 14.
The ceremony marked the culmination of seven months of intensive training for 18 recruits who were sworn in on April 3, 2024.
His Excellency the Governor congratulated the recruits on their achievement, emphasizing their vital role in upholding law and order in the Virgin Islands. He highlighted the importance of their commitment to public service and the enduring trust between the police and the community.
Acting Commissioner of Police Jacqueline Vanterpool applauded the recruits for their perseverance and dedication throughout their training. She reminded them of the immense responsibility they bear in maintaining peace and encouraged them to embody professionalism and integrity in every aspect of their duties.
Dr. Ronald Brunton, Vice President of Academic Affairs at H. Lavity Stoutt Community College, praised the collaboration between the college and the RVIPF, highlighting the importance of education and training in developing competent and capable law enforcement professionals.
Keynote Speaker Dr. Arlene Smith-Thompson delivered a compelling address, inspiring the recruits to lead with courage, empathy, and a steadfast commitment to justice. Her words emphasized the importance of personal growth and community engagement as they embark on their law enforcement careers.
The recruits’ training program was rigorous and comprehensive, covering academic courses such as psychology, and Police duty subjects such as: policing tactics, firearms training, swimming, and drills. This holistic approach has equipped them to handle the challenges of contemporary policing while serving their community with distinction.
In recognition of their achievements, PC Kedesh Tala received several awards, including Best Recruit, the Baton of Honor, the President’s Award, and Highest Academic Achievement. PC Kenneth Simmons also stood out as a top performer, earning both the Best All-Around Recruit and Most Disciplined awards, reflecting his exceptional performance and dedication throughout the training.
PC Joshua Ramprashad was also highly commended, earning awards for being Best at Drills, Best at Physical Fitness, Best Shot, and for his Leadership. Additionally, PC Lenisha James was recognized for excellence in academics and conduct, receiving awards for Best at Police Duty Subjects and Deportment.

The addition of these recruits brings the RVIPF to its full complement, strengthening the organization’s ability to serve and protect the Virgin Islands. The RVIPF officially extended its “heartfelt congratulations to Cohort 7”, the agency said they proudly welcome them to its ranks and they are confident in their ability to contribute to the safety and security of the Virgin Islands.
