The Terrance B. Lettsome International Airport runway expansion is being developed using the United Kingdom’s Green Book process, a comprehensive appraisal framework designed to ensure the effective evaluation, monitoring, and implementation of public projects.
The Green Book, issued by HM Treasury, provides guidance on assessing policies, programmes, and projects. It includes methods for monitoring and evaluation before, during, and after implementation, and ensures public servants provide objective advice to decision-makers.
During a recent community meeting in Virgin Gorda, Permanent Secretary in the Ministry of Communication and Works, Elvia Smith-Maduro, explained that the renewed push to expand the runway followed the successful launch of American Airlines’ inaugural flight to the Virgin Islands in 2023.
Minister for Communication and Works, Hon. Kye Rymer, emphasized the significance of the Green Book framework, noting that this is the territory’s first project adhering to the UK-mandated business case process.
The airport expansion project is evaluating three main runway extension options:
- 6,300 feet: Enables flights to and from Miami and Charlotte, North Carolina.
- 6,500 feet: Allows direct connections to Atlanta, Georgia, and Washington, D.C.
- 7,000 feet: Accommodates flights as far as Toronto, Canada.
The government’s adherence to the Green Book process ensures a structured and transparent approach to developing this vital infrastructure project.
The runway expansion is anticipated to enhance connectivity, boost tourism, and support economic growth in the Virgin Islands. Further updates will follow as the project progresses through its appraisal stages.
