BVIHSA Launches New Oxygen Generator System Facility Project- Valued at USD $182,260.93

The British Virgin Islands Health Services Authority (BVIHSA) has taken a major step forward in enhancing the Territory’s healthcare resilience with the signing of a contract for the construction of a dedicated Oxygen Generator System Building at the Dr. D. Orlando Smith Hospital.

The contract, valued at USD $182,260.93, was officially executed on Thursday, May 8, 2025, between BVIHSA and local contractor Connect Enterprises Ltd. The project was awarded following a formal selective procurement process in accordance with BVIHSA’s procurement policies and will be managed by the Recovery and Development Agency (RDA). Construction is expected to span approximately 75 days from the start of works.

On hand to witness the signing was Minister for Health and Social Development, Hon. Vincent O. Wheatley, who remarked: “I am happy to witness the first of a series of contracts aimed at upgrading and increasing the resilience of the Dr. D. Orlando Smith Hospital. This is an important investment in the infrastructure that supports the health and well-being of our people.”

Also present at the signing were Ms. Rhonda Williams, Director of Quality – BVIHSA (covering for Acting CEO Dr. June Samuel); Mr. Sergio Dantas, Project Manager – Recovery and Development Agency (RDA); and Mr. Clive George, Director – Connect Enterprises Ltd.

The new facility will be purpose-built to house bulk oxygen tanks and associated equipment in accordance with international safety and health standards for medical gas systems. It will enhance the Territory’s capacity to deliver consistent, high-quality patient care by reducing reliance on external oxygen supplies and strengthening the hospital’s emergency response infrastructure.

“The construction of this oxygen generation facility is a strategic investment in our health infrastructure,” said Ms. Williams. “It directly supports our ability to respond to emergencies, reduce supply chain vulnerabilities, and provide consistent care to patients across the Territory.”

Scope of Works Includes:

• Site preparation and foundational works

• Construction of a secure housing structure with proper ventilation and access control

• Installation of support infrastructure, including pipework conduits and electrical systems

• Compliance with fire safety, occupational health, and international medical gas standards

This project forms part of a broader strategic infrastructure enhancement initiative by BVIHSA and the Ministry of Health, and represents a tangible investment in the long-term resilience, safety, and sustainability of the Territory’s healthcare system.
