Minister Rymer first announced the potential merger of the BVI Electricity Corporation and the Water & Sewerage Department to improve efficiency and service delivery during the 2024 budget debate, much to the dissatisfaction of the opposition.

Opposition members outlined the challenges of the Water and Sewerage Department and its significant financial losses and inefficiencies.

The Minister defended the move at the time, arguing that the BVIEC has proven business processes and there is no need to reinvent the wheel. He says the BVIEC has the experience and they have a board structure in place and the government is bringing Water and Sewerage into a statutory body.”
