BVIHSA names Gordon Frame as new Chief Executive Officer

The British Virgin Islands Health Services Authority (BVIHSA) has appointed Gordon Frame as its new Chief Executive Officer, ending a lengthy search for a permanent head of the Territory’s public healthcare system.

Frame officially assumed the position on Tuesday, September 1, following a recruitment process that attracted 104 applicants and was narrowed to a shortlist of candidates before negotiations were completed with the successful applicant.

The appointment comes after Health and Social Development Minister Vincent O. Wheatley disclosed in May that negotiations with the selected candidate were in their final stages.

The recruitment process followed several years of Dr. June M. Samuel serving as Acting CEO after the departure of former Chief Executive Officer Dr. Ronald E. Georges. Samuel did not apply for the permanent position, according to the Health Minister.

With Frame now taking over, the BVIHSA says he brings more than three decades of executive leadership experience spanning the commercial and public healthcare sectors.

Most recently, Frame served as National Director of Scheduled Care with NHS Scotland, where he was responsible for scheduled healthcare delivery and performance across Scotland and led transformational improvement initiatives.

His professional experience includes healthcare transformation, service redesign, operational performance, strategic planning, partnership development and efforts to improve patient outcomes.

Frame holds a Bachelor of Science with Honours in Physiology and Anatomy from the University of Glasgow and a Master of Business Administration from the University of Aberdeen.

Commenting on his appointment, Frame said his immediate focus will be on working with the BVIHSA Board, healthcare professionals, staff and the wider community.

“I am delighted to join the BVI Health Services Authority and look forward to working with the Board, our healthcare professionals, staff and the wider community. My focus will be on building strong relationships, strengthening the delivery of quality healthcare and supporting sustainable improvements that ultimately enhance the experience and outcomes of patients across the Virgin Islands.”

The BVIHSA said it looks forward to supporting Frame as he begins his tenure and takes on responsibility for leading the Authority and advancing the delivery of healthcare services in the Territory.
