PREMIER PRAISES JMC TALKS – LAUDS POSITIVE DIALOGUE ON BVI-UK RELATIONS

Premier and Minister of Finance Dr. the Hon. Natalio Wheatley announced significant progress following his recent attendance at the Joint Ministerial Council (JMC) in the United Kingdom.

Speaking at a press conference on Tuesday, Premier Wheatley emphasized the UK’s openness to evolving its constitutional relationship with the British Virgin Islands (BVI) and other Overseas Territories (OTs).

“The JMC discussions were very positive and constructive,” Dr. Wheatley said, highlighting high-level representation by UK officials, including Prime Minister Rt. Hon. Keir Starmer and Foreign Secretary Rt. David Lammy. Topics ranged from climate change and security to illicit finance and governance reforms.

Premier Wheatley noted that among the tangible outcomes, the UK expressed willingness to review its legal basis for OT relationships and consider a new White Paper to outline its policy toward territories. He also revealed that the UK committed to exploring long-term climate assistance and bolstering security measures in response to gun crime, gang violence, and irregular migration.

Regarding governance, Premier Wheatley said Minister Stephen Doughty acknowledged the BVI’s transition plan for institutional reform.

“He appreciates the work everyone involved has done to advance governance reform,” Dr. Wheatley noted, adding that steps to conclude the programme and lift the Order in Council are pending final reviews in 2025.

Dr. Wheatley underscored the strength of collective advocacy with other OT leaders, saying, “Our collective voice placed us in a much stronger position to engage the UK.” He pledged to continue collaboration on shared priorities.

The premier described the Labour Government’s approach as supportive, stating, “It was very clear to me that the Labour Government wants the UK to be a supportive partner of the OTs going forward.”

The outcomes are expected to guide ongoing dialogue between the BVI and the UK, reinforcing a commitment to mutual progress.
