GOVERNOR PRUCE NAMES RICHARD ULLGER AS NOMINEE FOR INTERIM ACTING COP AFTER DIRECTING VANTERPOOL TO VACATE

Governor Daniel Pruce has announced upcoming changes in the leadership of the Royal Virgin Islands Police Force (RVIPF), confirming that Acting Commissioner of Police Jacqueline Vanterpool will return to her substantive role as Deputy Commissioner on November 18.

Governor Pruce said the decision was made in accordance with the Virgin Islands Constitution and after consultation with the Police Service Commission (PoSC). He noted that Vanterpool’s appointment as Acting Commissioner was originally “until further notice” and that she has served in the role for over a year.

“An extended period with an acting leader is challenging for any organisation, not least one such as the RVIPF, which is facing a difficult operating environment,” the Governor said. He thanked Vanterpool for her leadership and commended her senior team and the wider police force for their continued support.

The Governor also announced that he has recommended Richard Ullger, former Commissioner of the Royal Gibraltar Police, to serve as Interim Acting Commissioner beginning November 18, pending the advice of the PoSC and other constitutional procedures. Ullger, who has also served in senior policing roles in the Falklands and St. Helena, brings extensive experience within UK Overseas Territories.

Governor Pruce said the UK will fund the interim position to ease resource pressures within the RVIPF, allowing three Deputy Commissioners to remain in post simultaneously and strengthen senior leadership capacity.

He emphasised that the process for recruiting a permanent Commissioner of Police remains ongoing, reaffirming his constitutional responsibility to ensure the safety and security of the Virgin Islands.

“I take this responsibility with the utmost seriousness,” he said. “I once again recognise the dedication and commitment of all RVIPF officers during this exceptionally challenging time and thank them for their continued service to the people of the Virgin Islands.”
