Penn claims government is abusing standing orders

Leader of the Opposition Marlon Penn has accused the government of undermining accountability in the House of Assembly by preventing opposition members from asking questions for oral answer for more than ten months.

Penn made the remarks before contributing to debate on the Consumer Protection Bill, 2026, where he argued that the prolonged absence of oral questions has weakened one of the legislature’s key oversight functions.

According to Penn, opposition members have not had the opportunity to question ministers directly in the House since last year, a situation he believes amounts to an abuse of the Standing Orders governing parliamentary proceedings.

The Opposition Leader contended that the practice is eroding the separation between the executive and legislative branches of government.
