CABINET APPROVES NEW BVI PORTS AUTHORITY BOARD; ROXANE RITTER-HERBERT APPOINTED AS CHAIRMAN, FORMER POLICE COMMISSIONER MICHAEL MATTHEWS AND KEDREANA PARSONS SIT AS BOARD MEMBERS

His Excellency, the Acting Governor Mr. David D Archer, Jr. chaired a cabinet Meeting held on 29th August 2022, in the absence of Governor John J. Rankin, CMG, who was overseas on annual leave. The Meeting was held at the Premier’s Office Conference Room and the following was decided:

With all members present, the expiration of the following board members of the BVI Ports Authority Board was noted: Ms. Roxane Sylvester, Mr. Keith Flax, Mr. Vincent Wattley, and Mrs. Patsy Lake’s appointments as Board Members on 15th May, 2020 and the resignation of Mr. Kelvin Hodge as a Board Member and Chairman on 12th May, 2022; and approved the following:

a. members of the BVI Ports Authority Board for a period of three (3) years with effect from 29th August 2022 until 28th August, 2025 in accordance with Section 1(1)(b) of the First Schedule of the BVI Ports Authority Act, 1990:

i. Mrs. Roxane Ritter-Herbert;

ii. Mr. David Penn

b. members of the BVI Ports Authority Board for a period of two (2) years with effect from 29th August, 2022 until 28th August, 2024 in accordance with Section 1(1)(b) of the First Schedule of the BVI Ports Authority Act, 1990:

i. A. Hermia Tench;

ii. Ms. Kedreana Parson

c. members of the BVI Ports Authority Board for a period of one year with effect from 29th August, 2022 until 28th August, 2023 in accordance with Section 1(1)(b) of the First Schedule of the BVI Ports Authority Act, 1990:

i. Mr. Michael Matthews

ii. Ms. Asiyah Grant

d. endorsed the Minister’s recommendation, in accordance with Section 1(1)(a) of the First Schedule of the BVI Ports Authority Act, 1990, that Mrs. Roxane Ritter-Herbert be appointed as Chairman of BVI Ports Authority Board for a period of three (3) years with effect from 29th August, 2022 until 28th August, 2025;

e. noted that the following seven (7) ex officio members or his or her nominee will serve on the Board with effect from 29th August, 2022 in accordance with the British Virgin Islands Ports Authority (Amendment of First Schedule) Order, 2019:

i. Managing Director;

ii. Permanent Secretary;

iii. Financial Secretary;

iv. Chairman, BVI Tourist Board;

v. Chairman, BVI Airport Authority;

vi. Director, BVI Tourist Board; and

vii. Managing Director, BVI Airports Authority Ltd.

f. noted that the members of the Board would be paid the following stipends for their services by the BVI Ports Authority:

i. Chairman $1,800 per month

ii. Deputy Chair $1,500 per month

iii. Members $900 per month

g. decided that the Ministry of Communications and Works instruct the Attorney General’s Chambers to prepare the Instruments of Appointment;

h. decided that Cabinet decision (c) of 10th August, 2009 (Memo No. 202/2009) that reads, “the Managing Director or any other employee of the BVI Ports Authority should be entitled to a stipend for attending Board Meetings” be rescinded as Board attendance is in the purview of the duties of their role and would already be considered in the remuneration package.
